Washington-Life cycle costing as a Defense Department procurement philosophy will cause important changes in the avionics business, probably within the next several years. Both engineering and business practices will be affected. The relatively new life cycle costing system, or LCC for short, could have a far greater impact on industry than any of the many new practices introduced under Defense Secretary McNamara, including the Program Definition Phase.
