Defense Secretary Robert S. McNamara is presiding over the final drafting of the Fiscal 1969 defense budget, including a severe paring of service requests, but will not be called upon to defend it before Congress. The pending departure of McNamara, scheduled to become president of the World Bank early next year, also should make it easier for top Navy officials to vent their opposition publicly to a quantity buy of the General Dynamics F-111B variable-geometry fighter, a project that bears McNamara’s personal imprint.
