San Francisco—Investigators were focusing on cockpit instruments last week as they attempted to determine why a Japan Air Lines McDonnell Douglas DC-8-62 dropped into San Francisco Bay about 3 mi. short of the runway. The Federal Aviation Administration also confirmed that the precision approach radar (PAR), which could alert controllers that an approaching aircraft is too low or too high, had been decommissioned and removed from San Francisco International Airport 16 months ago.
