When the National Commission on Space report finally surfaces on President Reagan’s desk in the next week or so—he had been expected to release it in mid-April until several higher priority preoccupations, including Libya, intervened—it will afford the President an excellent opportunity to commit the U. S. to leading the world in preparing for an International Space Year in 1992.
