Washington—Teresat, Inc., a Houston-based consortium seeking to launch two communications satellites on a Chinese launch vehicle, has signed a formal launch reservation agreement with the People’s Republic of China. The agreement adds to the momentum of the venture, which already had obtained substantial financial backing including an investment banking firm as a partner.
