In view of the misunderstanding that appears to exist generally as to the present status of the Air Service’s war contracts now under investigation, the Secretary of War authorizes the following statement: “At the time of the change of Administration in March of 1921, the Air Service Claims Board had virtually completed its work of passing upon war claims.
