Interpretation of the much discussed Winslow Bill is of considerable difficulty as those parts which interest most of the fliers in this country are purposely left indefinite. The following notes are intended for those who have not read the bill, though in all fairness it should be said that due to the vagueness of the act in its essential parts others who read the bill might give a different interpretation from that expressed below.
