What I am going to talk about are proposals for projects. That is to say not projects already lined up for realization but proposals for a plan of action which we consider to be sound. They are proposals from our industry, not notions of our governments, although it is, of course, our aim to convince the authorities of the correctness of our ideas in order to ensure the eventual realization of these projects.

In reference to Dr. Lowe’s excellent presentation, I am in no position to comment in depth on the need for a European Commercial Communications Satellite System. It does seem, however, that the system should be judged primarily on its economic validity taking into account anticipated communications needs, the projected land lines and this country’s satellite system capacity.

Tan Son Nhut Air Base, Vietnam— U. S. dependence on air in Vietnam ranges across the spectrum of its operational capabilities—from jet fighter strikes in the north to the recovery of downed aircraft and helicopters in the south. The prevalence of the Communist Viet Cong in the countryside of South Vietnam, and their near control of much of the road network, has forced U. S. Army aviation units here to reorganize their normal structure.

In a recent issue of a quasi-official publication concerning naval affairs (Naval Institute Proceedings), a naval officer writes of his “Farewell to the SPAD,” referring to the demise of the A-l Douglas Skyraider. If current plans are executed, the A-l will be retired from active service with the Navy within a few months.
