Force Buildup Keyed to Wider Escalation
Saigon—Major buildup of U.S. forces and airpower here is designed to cope with possible future escalations of the war in Vietnam and to counter a further spread of Communist control in the neighboring countries of Southeast Asia. Despite the rapid acceleration of the U.S. effort since mid-July, when the Americans had about 70,000 servicemen, 270 Air Force aircraft and two Marine Corps squadrons in South Vietnam, there has been no significant change in the military balance between the two opposing sides.
