Supplementals' Status Questioned

Washington-Granting of certificated foreign inclusive tour charter authorization to 11 supplemental airlines by the Civil Aeronautics Board has underscored the need to clarify the international status of supplemental carriers. There is some fear on the part of both industry and government that the informal, sometimes arbitrary, methods of granting landing rights abroad to charter flights, particularly those flown by supplementals, could jeopardize the new world-wide program intended to strengthen U.S. supplémentais and to broaden the air travel market.
