Washington—U. S. plans to resume negotiations late this month with the Soviet Union in Geneva on a new offensive strategic arms agreement based on the Vladivostok accord limiting the number of nuclear-armed weapons. A growing number of senior U. S. officials are expressing deep concern over a possible agreement with the USSR, which would entail a number of concessions on the part of the U.
