Changing the Rules

Commonality in federal procurement regulations is gaining the same sort of currency commonality in aircraft did a few years ago. Both have the attractions of an ideal system for a world that is far from ideal. Congress is interested in the establishment of a uniform federal procurement system and mandated in Public Law 96-83, enacted in 1979, that the Office of Federal Procurement Policy develop a proposal for one as its first priority.

Navstar Launch Date

Los Angeles—Navstar global positioning system program officials are considering the possibility of launching the next satellite earlier than scheduled as a result of the loss of Navstar 7 last month during a launch failure. The next satellite in the global positioning system series of spacecraft was scheduled to be launched in September.
