Changing the Rules
Commonality in federal procurement regulations is gaining the same sort of currency commonality in aircraft did a few years ago. Both have the attractions of an ideal system for a world that is far from ideal. Congress is interested in the establishment of a uniform federal procurement system and mandated in Public Law 96-83, enacted in 1979, that the Office of Federal Procurement Policy develop a proposal for one as its first priority.
