Controlling the System
Just a year ago in August, 11,400 Professional Air Traffic Controllers Organization union members walked off their jobs in an unprecedented strike by federal employees against the U. S. government. After years of ineffectual response to the increasingly militant union members and their intermittent slowdowns and sick-outs, the Federal Aviation Administration and its new administrator, J. Lynn Helms, turned very tough, aided mightily by a cadre of 7,000 controllers and supervisors who stayed on the job.
