Washington—Defense Dept. has informed Congress of a proposed letter of offer to Spain for the purchase of 12 McDonnell Douglas AV-8Bs, the improved version of the vertical attack aircraft, at a cost of $379 million. The aircraft would be operated by the Spanish navy and supplement 13 AV-8As previously purchased by Spain.
