Gate-Hold Procedures. Washington National Tower did not use gate-hold procedures on the day of the accident. Gate-hold procedures were initially developed as a fuel conservation measure. FAA Air Traffic Control Handbook 7210.3F, Section 3, paragraph 1232, outlines these procedures as follows: “Gate-Hold Procedures “a. The objective of gate-hold prcedures is to achieve departure delays of 5 min. or less after engine start and taxi time.

A battlefield surveillance radar in flight test by General Electric provides a number of the operational features expected to be included in the new USAF/Army Joint Surveillance Target-Attack Radar System, known as J-Stars. The General Electric radar employs an electronic-scan, phased-array antenna with low sidelobes to minimize susceptibility to jamming, developed under sponsorship of the Defense Advanced Research Projects Agency.

Winter is Coming The thought of another tragedy similiar to the ill-fated Air Florida flight last winter is disconcerting (AW&ST Jan. 28, p. 28). Pilot decisions are based on the latest available information. But why not enhance their accuracy by providing an outside observer in the “hold short” area during inclement weather? A last-minute visual inspection of the exterior of the aircraft could help in the decision-making process.
