Undoubtedly, the braking coefficient which could have been achieved on the runway was less than that for a dry runway. However, the actual braking coefficient was not measured. Therefore, the board cannot precisely assess the extent to which the runway condition might have become a factor if the takeoff had been rejected at high speed.
