Washington—Soviet Union’s high-energy laser program has progressed beyond technology research and into the development of prototype laser weapons, according to Defense Dept, intelligence estimates. The Soviet program involves more than a half dozen research and development facilities and test ranges and about 10,000 scientists and engineers working full-time, Defense Dept, officials said.
