Pentagon Moves to 'Close Out’ Capability Improvement Program

WASHINGTON The Defense Dept. has recast a controversial program that led to Pentagon purchases of Soviet-designed MiG aircraft, air defense radars and other hardware to test U. S. military equipment. The Capability Improvement Program conducted by the Pentagon’s director of operational test and evaluation first came under fire in regard to sole-source contracting with a small U. S. firm for MiG17 aircraft (AW&ST Jan. 23, 1989, p. 24).
