Beggs Says Secrecy Rules Thwarted Hubble Oversight
WASHINGTON NASA oversight of the company that built Hubble’s flawed optical system was hampered by national security restrictions that limited the agency’s scrutiny at the plant, according to a former NASA chief. “We were not allowed to operate in a way we normally operate,” James M. Beggs, former NASA administrator, told members of the Senate appropriations subcommittee at a hearing on the defect in one of the two Hubble mirrors.
