Flexible Design of Milstar Spacecraft Aids in Last-Minute Payload Change

LOS ANGELES The Air Force is removing a classified experiment from the Milstar spacecraft to make room for a new payload that is being added to provide additional communications capability for tactical commanders. The new payload will be available for the fourth satellite, and an electronic or mechanical ballast will be installed on the first three spacecraft in place of the classified experiment.

BONN Germany is planning to cut defense spending by more than one-third between 1993-2005, killing such programs as new submarines and tanks outright, and possibly reducing buys of aircraft. But, for now, its participation in the European Fighter Aircraft program retains the strong endorsement of defense ministry officials.
