Kazakhstan to Sign Treaty, Eliminate Nuclear Arms

WASHINGTON Kazakhstan has agreed to remove all nuclear weapons from its soil and sign the 1968 Nonproliferation Treaty, eliminating another major obstacle to ratification of the Strategic Arms Reduction Treaty (START) and clearing the way for a further round of strategic arms cuts.

France and Germany Will Help Fund Russian Mars 1994 Space Mission'

PASADENA, CALIF. France and Germany have signed agreements to help pay for the Russian Mars 1994 and 1996 exploration programs directly, and some funds have already been transferred. The Russian program is suffering from the turmoil in the former Soviet Union, and the chances that the planned 1994 launch of a probe to Mars will occur are currently two out of three and declining, according to a Russian space official (AW&ST Feb. 10, p. 66).

PARIS Europe is evaluating the development of a crew return vehicle for NASA’s International Space Station as a possible alternative to the Hermes spaceplane program over the medium term. Developing the space station’s assured crew return vehicle (ACRV) is one of three space transportation system program scenarios studied by the European Space Agency as it prepares for key decisions this November on its long-term space plan.
