LOS ANGELES McDonnell Douglas and the U. S. Air Force have agreed on final plans for modifications intended to bring the wing of the McDonnell Douglas C-17 transport up to full operational specification, following a static test structural failure six months ago.

WASHINGTON NASA is seeking to apply "negative fees" to contractors as part of a series of procurement reforms intended to help avoid embarrassing cost overruns. Under the plan, which the agency has submitted for approval to the Office of Federal Procurement Policy, a contractor could be forced to give back performance incentives it has already received if it falters in a program.
