WASHINGTON Defense Secretary Les Aspin's $263.4-billion military spending plan for Fiscal 1994 is coming under fire from former colleagues on both sides of the aisle on Capitol Hill. Republicans criticized Aspin for failing to have a strategic blueprint for how to go about cutting the U.S. military to meet President Clinton's long-range deficit reduction plan.

BUDGET CUTS COST USAF FOUR FIGHTER WINGS

WASHINGTON Revisions to the Pentagon's Fiscal 1994 budget request will cost the Air Force four operational fighter wings, two C-17s, eight C-130Hs and shrink total obligational authority by 6.3% to $64.1 billion. The Air Force, with the other services, was put on notice by Defense Secretary Les Aspin that these initial cuts are a temporary measure until the completion by late summer of a "Bottom-Up Review of Defense Needs and Programs." Changes prompted by the review will be folded into budget planning for Fiscal 1995.

But these and other aviation programs, including the F/A-l8E/F and A/FX, are likely to change as a result of Defense Secretary Les Aspin's "bottom-up" strategic review due to be completed this summer.
