FAILURE HITS NOAA SATELLITE

WASHINGTON Almost as soon as one board finished investigating the failure of a NOAA satellite built by Lockheed Martin Astro Space, another one had to be convened. The 1993 failure of the National Oceanic and Atmospheric Administration's Landsat 6 to reach orbit was blamed on the spacecraft bus, Commerce Dept. officials said last month.

NEW YORK The U.S. aerospace/defense industry is preparing to expend considerable political capital in its quest for a permanent research and development tax credit that is not tied to incremental R&D spending hikes. The current 20% incremental credit expires June 30, and Sen. Orrin G. Hatch (R.-Utah), a member of the Senate Finance Committee, begins hearings Apr. 3 on making it permanent.
