U.S. trade representative (USTR) officials are prepared to offer to raise a 1993 quota limiting Russia to nine geostationary commercial launches through 2000 to bring it into parity with agreements giving China and Ukraine up to 20 launches each over the same period (AW&ST Dec. 1 8/25, p. 97). But the Russian delegation, led by Russian Space Agency chief Yuri Koptev, will likely push for more, including a commitment on when the quotas will be lifted altogether.
