WASHINGTON The U.S. and Russia have concluded a deal increasing Moscow’s access to the commercial space launch market and reached agreement in principle to ensure on-time delivery of key Russian components to the international space station.

WASHINGTON NASA managers are drawing up plans that could greatly downsize the agency’s headquarters and shift many responsibilities to its 10 field centers scattered across the U.S. The changes, ordered by Administrator Daniel Goldin, would place the bulk of responsibility for running NASA programs in the hands of center directors.

MELBOURNE, FLA. Lockheed Martin Aeronautical Systems is in the middle of a concentrated two-week drive to overcome software integration and other problems that have delayed first flight of the C-130J by about two months. Managers of the new aircraft program expect to complete that drive this week and to reschedule first flight of the transport between Feb. 14 and the end of the month.
