NEW YORK PARIS Loral Space & Communications— its much vaunted satellite-telephone service faltering badly—is not teetering on the brink. Nor is the company about to fall into the arms of another company. Those are the messages management is trying to convey publicly, although some industry analysts are skeptical and believe Loral is looking for a partner with whom it can form a strategic alliance or possibly merge.
