Pentagon Urged To Crop Tangled Budget Process

WASHINGTON A defense business group is lobbying the Pentagon to prune its Gordian fiscal tangle, but critics say more basic change is needed. Business Executives for National Security (BENS) says the incoming Bush Administration should seize on the pending quadrennial defense review to streamline the Pentagon’s 40-year-old Planning, Programming and Budgeting System (PPBS).

Lift Fan Installed In STOVL X-35B

Los Angeles Lockheed Martin has installed the lift fan into the X-35B short takeoff/vertical landing version of its Joint Strike Fighter demonstrator, and is to soon start testing it and other hardware in preparation for a first flight scheduled for around the middle of the year.

Cassini and Galileo Spacecraft Jointly Observe Jupiter

LOS ANGELES The Jet Propulsion Laboratory’s Cassini spacecraft flew by Jupiter on Dec. 30, gaining a gravity assist for its trip to Saturn but also observing Jupiter together with JPLs Galileo, which has been orbiting the giant planet for five years.

ESA Board Suggests Procedures For Huygens Telemetry

LOS ANGELES A European Space Agency board has completed its report on looming telemetry problems with the Huygens probe, which were discovered last February and could hinder receipt of data when the probe enters Saturn’s atmosphere in late 2004, after being released by Cassini.
