TOULOUSE, FRANCE Europe and Japan are jockeying for position should an upturn in the space-launch market later in the decade kick off a race to build reusable-launch vehicles. Papers and presentations at the International Astronautical Federation (IAF) congress—attended by about 1,200 top managers and engineers—here this month sketched plans for European and Japanese RLV development, in the event the demand for launches moves up from its present plateau.
