TOKYO Plans by the Japanese Defense Agency to increase the pace of aircraft acquisitions in fiscal 2005 have been turned aside, which means the three military services will buy only three-quarters as many airplanes as they wanted. The new fiscal year, which begins Apr. 1, will see $47.35 billion in defense spending, a dip of 1% from the previous year but still second worldwide only to the U.S.
