PARIS GENOA France is hoping the pending change in government in Italy will not jeopardize a planned joint defense broadband communications system. The Ka-band broadband system, Athena, was initially seen as a tool to bridge the digital divide but is now intended to meet defense and government high-speed Internet needs.
