Capability Crunch
Washington Development of the Lockheed Martin F-35’s combat capability is falling behind the schedule set as recently as 2011, when the program was restructured to provide more time and resources for integration and testing. As a result, “the program office is developing a capability management plan and review board to evaluate priorities and trades of capabilities within blocks and for deferral out of [system development and demonstration] if necessary,” says the Pentagon’s Director of Operational Test and Evaluation (DOT&E).
