Controlling Military Sales

U. S. military sales overseas are coming under a new set of policy guidelines developed by the Reagan Administration. There are some welcome principles embodied in these guidelines, essentially that realism is replacing the Jimmy Carter brand of wishful thinking on arms sales that eventually collapsed because of its own unworkability.
