WASHINGTON The failure of large U. S. aerospace corporations to invest strategically in commercial space ventures threatens the industry’s international competitive position, a Commerce Dept, study warns. After one of the most detailed examinations of the commercial space sector ever conducted, the Commerce Dept. also faults the U. S. financial community for shortsightedness and blames the government for continually changing “the rules of the game.”

BOSTON An Italian order for Patriot missile systems, which had been delayed until an implementation agreement was approved by Italy last month, is now back on track with the award of a $414-million U. S. Army contract to Raytheon for ground equipment.
