S. is embarked on a course set to restore maritime superiority with a 600-ship Navy capable of projecting global offensive striking power, even in ocean areas within the shadow of Soviet land-based air power. For the U. S. to achieve naval superiority at the same time the Soviet Union is expanding its naval capability rapidly will require a delicate balancing act.
