CAPE CANAVERAL The Russian Mars 96 mission with an orbiter, four landers and participants from more than 20 countries is scheduled to be en route to Mars this week after a tortuous eight-year development that spanned the collapse of the Soviet Union. France is a major partner on the mission, which includes advanced German instrumentation.

France Seeks Early Rafale Export Orders

PARIS The French Defense Ministry should procure without delay 10 “early delivery” Rafale combat aircraft to support Dassault Aviation’s effort to seek export customers, according to the parliament’s defense commission. In mid-1996, due to increasingly tight budgets, service-entry date of the French air force’s land-based Rafale C was further delayed to 2005, and first delivery of the navy Rafale M was rescheduled to 2000.

MOSCOW A new military cooperation pact has raised Russia’s hopes of persuading South Korea to buy Russian rather than American combat aircraft, but the agreement’s practical effect may prove nil.
